The Dominion War had left numerous worlds of the Federation and their allies desolate and devastated.
Following the conflict, the Federation's resources were spread thin.
With reconstruction efforts of member worlds, but also in aiding independent worlds affected by the war, and even aiding enemy worlds from the war, providing substantial assistance to help Cardassia recover from the final attacks from the Dominion.
The Federation is also dealing with worlds seeking new allies and membership, as well as members seeking to leave.

The Ada Lovelace comes home to Ronara Prime as the vote is decided. The Colonial Parliament has ratified it all: the amnesty, the Colonial Defense Force charter, and the full institutional framework of the Demilitarized Colonial Federation.
For the first time, the DCF isn't an experiment waiting on permission. It's a government.

Decker looked over the Lovelace's specs. The Ju'day raider was fucking double-edged sword. It was small, which made it easy to defend if you had the numbers, but it was also a death trap for the defenders, as they could easily get pinned down, as there were only so many places on the raider.
