The Dominion War had left numerous worlds of the Federation and their allies desolate and devastated.
Following the conflict, the Federation's resources were spread thin.
With reconstruction efforts of member worlds, but also in aiding independent worlds affected by the war, and even aiding enemy worlds from the war, providing substantial assistance to help Cardassia recover from the final attacks from the Dominion.
The Federation is also dealing with worlds seeking new allies and membership within the Federation, as well as members seeking to leave the Federation.

Aleshanee was back on the station, but this time down at the docking ring, the Starfleet engineering team had finished with their TLC on the Lovalace. The team leader walked through the upgrades. The most notable addition was a command chair installed on the bridge, along with a holographic communication system similar to the one found on the Defiant. The other upgrade was a semi-AI program designed to assist with tactical and navigation tasks.

Vedrum has eyes and ears everywhere, hell, it was what El-Aurian's did so well, it was how they survived, so it wasn't a surprise when he learned of a unique Klingon/Rihannsu arriving on Deep Space Nine, and using his contacts, set up a meeting with him, he was sitting in the conference room looking out into the black void of space.

Karzen stood in line to go through security at DS9. He knew he was going to get hassled. He had a pair of custom Klingon disruptor pistols in his bag and his large tajtiq dagger. He had acquired the appropriate documentation for transporting them all, and the pistols were stored as instructed, with the charge packs removed. After leaving Ziveh, Vedrum headed for Quarks, sending a message to Baro to meet him there, as he wanted to continue their conversation. Walking in Vedrum smirked as he looked around Quarks, realizing it hadn't changed since the war. As he headed up to the second floor, he grabbed a table that faced the door, where he took a seat facing the stairs. Some things never changed, like his intelligence training.
